Cause:

You have installed the migration agent on a machine which is not joined to an Azure/Entra domain or an Active directory domain. Currently we do not support WORKGROUP based migrations.

If you load cmd and perform a dsregcmd /status you will see this:

             AzureAdJoined : NO
          EnterpriseJoined : NO
              DomainJoined : NO
